'Capacity' Testing
12 May 2003
by Tess Casey

The Government will be introducing 'capacity' testing for people on Invalids and Sickness Benefits next year. Steve Maharey says...

that employment is an option for the majority of people on these benefits, as long as they can work to their capacity.  He says the introduction of capacity testing would be on a case-by-case basis as part of the new case management system at WINZ. He has ruled out imposing sanctions on beneficiaries who refuse to return to work after their capacity test.

Over 14500 people have moved on to the IB since 1999, and 5000 on to the Sickness Benefit (figures cited in the Jobs Letter).  The Government says this increase is because:
 The population is aging
 More people with mental health issues are being treated as outpatients
 Changes to ACC have forced people off ACC and into the benefit system.
